-Espouses business associationalism - the grouping of businesses in particular industries
-Regarded as the most progressive member of the previous two administrations
-One year after his election, the nation enters the great depression
-Denounces hunger and exposure, yet sharply curbs federal efforts to alleviate such during the depression
-Proposes the Reconstruction Finance Corporation to help struggling farmers
-Hoover's opponents in the legislature succeeded in painting him as the poster child of the depression; as a result, he was beaten soundly in the 1932 election
