-Appoints members of the business community to high-ranking positions in the executive branch

-Begins the "Massive Retaliation" proposed by his secretary of state, John Dulles
-Sends federal troops to Little Rock, Arkansas, to ensure the desegregation of schools
-Orders the desegregation of the military
-The possibility of peaceful disarmament disappears in 1960 when a U-2 spy plane is discovered over Russia
