"No law, varying the compensation for the services of the Senators and Representatives, shall take effect, until an election of Representatives shall have intervened."
Amendment twenty-seven is a common-sense article which keeps the representatives from setting their own salaries without being re-elected first, to ensure that the pay they receive is approved by the taxpayers.
