Washington, D.C., had long been agitating for legislative representatives, under the slogan, "No taxation without representation," echoing the grievances of the early British colonists. To remedy this instance, the twenty-third amendment allotted representatives to the District of Columbia equal to what it would be given if it were a state, but no more than those of the least populous state.
